Use SpeedFan to control your fans, it is a bit hard to set-up properly but it's very versatile and has many features!

Didn't you have things like, min duty cycle eg 20%, max duty cycle 100%, min temp, max temp etc in the bios with your gigabyte? Speedfan is extremely crap

I think you can change it in the BIOS. My Gigabyte UD3 had a feature for that but it didn't work.

Nope. Gigabyte uses an ancient version of their UEFI on AMD boards (intelmasterrace). It had like 3 options: Silent (did nothing) normal = 100% disabled = equally useless.

Thanks for the response.   I tried Easy Tune 6 but the Smart Fan tab isn't listed.    I'll look at SpeedFan as it looks to be my only option or use "speed reducer cables".  It's kind of disappointed spending extra money on 4 pin PWN fans if they don't really do anything.   The settings in the BIOS doesn't really change the fan speeds.

Are you looking for temp variated or constant speeds? For variable speed, Speedfan is best. Yes, its ancient design but works. For constant speeds something like HWmonitor and OpenHardwareMonitor will do the trick.

You may need to update BIOS to get Gigabyte software working. But I found it crappy either way. Lost my configs. BIOS should have presets for each fan header. They work only with 4pin fans though. If you will use software for control, set BIOS to auto/default.
