Fps drop/stutter all games. Community help needed!

Hello everyone, I am here today to try to fix this issue I have been having with my system for quite a long time. At first I thought these fps drops were a BF4 thing, but surprisingly it was every game I played! Lets start out by explaining the issue. Ill be playing a game and randomly the fps drops to 30 or less and shoots right back up. In afterburner I noticed when the fps drops happen my GPU usage drops to like 40% or lower when it was just at 99-100%. These issues happen on every graphical setting. I contacted the makers of my GPU and they said it was fine and it didn't qualify for a refund.

 

*THINGS I HAVE TRIED*

-unparking CPU cores

-reinstalling directX

-reinstalling the games

-lowered graphics settings in game(notice i still get fps drops on all qualities)

-reinstalling punk-buster)

-using custom cfg files for certain games

-disabling Nvidia audio driver

-reinstalling latest drivers for video card

-trying older drivers

-testing RAM(passed)

-checked temps on all hardware(which were all fine, no sign of overheating)

-reinstalling the operating system (did this three times -.-)

-updated bios

-defragmented HDD

-yesterday I reinstalled my OS after formatting my drive and the issue still happens so it probably is not a software problem, but i could be wrong!

 

*MY SYSTEM SPECIFICATIONS*

- Zotac Nvidia GTX 770 2gb

-Intel I5- 4670k @ 3.4 ghz with turbo boost (with corsair h60 water cooling)

-16 Gb corsair vengeance ram

-2 TB Western Digital Black

-1050w XFX power supply unit(modular)

- Asus Z87-A motherboard

-and case fans aswell as other accessories like lights

- OS-Windows 8

 

Overall this computer is fairly new, it was purchased in September 2013 and shouldn't have these problems at all. I've tried everything and I really cant pinpoint the issue.

 

Any help would be awesome, Thank you all

Urgently check the voltages what i suspect is that the psu is dying.Test  it and see if you see anything suspect when it reaches higher loads of voltages.

i found something that could be causing these fps drops. https://www.youtube.com/watch?v=MDz4nCNOcbw         watch in HD.  I payed for 100 mbps  internet yet my download speed keeps fluctuating. maybe this explains my internet outages and fps drops?!(ps sorry for the music in the video i have no control over it!)

It could be a loooot of thing.100 mbps is the navigation speed which differs from download speed.I also have 100mbps speed and my download speed is around 10-12 mbps.An the fluctuation could be caused by a lot of factors....internet provider...server load and so one.As i said above run a 3d bench mark or prime95 put the computer under heavy load see the fps and check the voltages.

i see that you dont have a SSD maybe it is when the game loads you get a fps dip i use to get it in ETS2 where the game would save and my fps would dip then go back to normal

i will do a benchmark tonight, are you sure internet goes all the way down that low and stops loading and starts up again? what program do you suggest me see voltages with and specifically what voltages do i check gpu and cpu? what voltages would be abnormal with my specifications ?

My system was fine when i first got it so i dont know if thats the case, i might have to check that out.

Sorry but there is nothing on this hard drive... I mentioned in my original post that this is a brand new install of windows. I only have the operating system and 2 games.(aswell as needed drivers and such) also under load (farcry 3 for example) the gpu temp is around 58-60 Celsius at 80% fan speed.

OK ill do the test when I am not busy, sorry i haven't done it earlier I've been really busy lately with my family and cousin getting married and stuff.

i did the benchmark and there were no fps drops what so ever. which is kind of strange. also the voltages seem fine to me steay 0.900 v for gpu it says and 1.2 v for cpu

Did you install the motherboard and ethernet drivers specific to the OS(Windows 8 might be different then Windows 8.1) you are using? You dont mention them in your list.

i have windows on HP, i have static ip, cant afford ssd, issue still occurs on 8.1 i have tried multiple times. i dont know what motherboard drivers you are talking about i used the ethernet drivers on the card and i installed everything my motherboard came with. also when gaming on hwmonitor my vin4 voltage idk what that is, goes to 0.016 v which is weird anyone know what that is? http://s1370.photobucket.com/user/wubly/media/Untitledvin4min_zps04faf303.png.html
