What GPU offers the best performance per watt for bitmining, and which one offers the best performance to the price?

AMD> nvidea for mining

but they are comming out with miners so gpu mineing wont be effective for long

The way I understand it, mining is also getting increasingly harder, which makes it not totally worth it any longer. Also, as it progresses, it will only get harder.

I believe the 7950 is the most efficient for Litecoin

The 7970 is great for bitcoin. I do believe the 7950 provides the best khash per watt ratio in litecoin. Also the 7970 memory is really easily overclocked and will provide better khash/s and will be a better miner if power costs are not a concernwhich is what I have. :).

It is getting more and more difficult, but you will find that even with very high electricity rates it is still cost effective to mine.
