So you have an unencrypted backup of the data? If so, then yes, reformat it 

 

Initially I assumed your concern was getting the plain data.

Just throw it into your new build / another pc and format it using the windows partitioning tool, or do it with diskpart cli if the gui progam won't let you.

If for some reason Windows has some protection mechanism to protect bitlocker... Use a Linux live iso. I bet Linux will not care one bit about Bitlocker
