I remember walking past this light pole in St.Louis and saw how it looked different from the other street lights. There are these two spinning fans inside the box, just barely visible through the grill on the door. What is this thing?

Given that there is a sticker from Verizon on it, with a FCC ID, I would strongly suspect a 'camouflaged' cell tower.

Yep, small cell networks are common now.

I have seen tornado sirens look similar, but given that it's Verizon, it's 1000% a 5G tower

It’s a microcell. You’ve got various sizes of cell tower/panel configurations which are used in various environments. You even have picocells which have been a thing since at least GSM and likely earlier. It’s how you can get cell service inside a mall or tunnel. They’re even smaller in practice and look like any commercial WAP

Most likely 5G signal booster. Working with urban development in municipality, these things have been brought up in several discussions. As they are way smaller than regular cell towers, their permits and placements are handled differently. As most of our city is rather small buildings, we can't utilize tall roofs for boosters.
