It's probably some no-name thing.

 

I threw "8.1L ITX case" at The Googles and it spit this out:

The s300 is shorter than the link he posted (7.6in) but the s400 is the same height

12' tall they could have put the PSU on the bottom.

it's 7.6" tall, not 12

Why, exactly? There's no benefit if you want longer cards to fit, which means having both wastes space internally and defeats the purpose of SFF
