Its working exactly as it is supposed to.

 

Base clock means minimum clockspeed under 100% load. Cpu's nowadays are designed to boost up to a set limit and clock down after x amount of time passed, x% of load on the cpu is applied,...

 

So its working exaxtly as it should right now and you locking it at base speed would be underclocking and severly slowing down the cpu

Base speed is resting speed in essence,

 

And when you're loading YouTube for example, or program, or when you game, it boosts higher.
