Why is Fallout 4 capped at 120 fps?

It’s a limit of the creation engine, a lot of stuff is tied to the monitors refresh rate. There’s two possible limits with 60 or 120 referred to as FPS clamps in an ini configuration fille.

There is a mod which works around this, allowing for more normal fps control

fallout 4 on my 4090 is capped on 120 fps and if i changed it to unlimited through ini file the game speed increases as if im like fast forwarding. any idea how to play on higher framerate without this weird issue
