My starting point: https://pcpartpicker.com/list/3v34QP My budget is around 1300$-1400$ bucks, the pc is going to be behind out TV and we are just gonna use it to couch game when we feel like it, mostly games like overcooked and stradew valley. I don't really care about the looks, noise is a concern tho which is why I went with noctua fans because they tend to be quiet. I'd appreciate any suggestions.

Just FYI Noctua aren't always the best price/quality, here a pack of 5 is the same for the same price as 2 Noctua fans, and i can tell from experience these are very quiet too. (tried on 120mm version)
https://www.amazon.com/ARCTIC-P14-Value-Pack-Pressure-optimised/dp/B07HC9ZWDN/

this is 140mm edition

When i ask for more specs, don't expect me to know the answer!
