OEM for AMD/ATI cards?

I'm curious, who actually makes Radeon etc. cards simply branded AMD/ATI? And who makes the workstation/server cards for which there are no other OEMs/board partners with their own version - FireGL, FirePro, Sky, Instinct, FireMV etc? 

AFAIK PNY makes all of Nvidia's Founders Edition cards and has for many years, also making most of the Quadro/RTX cards along with Dell and HP. 

 

Are AMD's reference cards actually built by a number of different manufacturers from the same blueprint and just sold as the same generic version? Or, is there a single company which produces all of the cards that is just far less well-known than Nvidia's PNY? I would not be surprised if AMD had their own factory for making reference cards, but cards simply branded 'ATI' were around 25 years ago, long before the AMD acquisition. Their production has been outsourced since the company's first cards, but to who?

My 4070 FE came with Foxconn labels on the packaging. I assumed Nvidia just outsourced it to Foxconn, although Foxconn could be a client of any manufacturer.
