How to be an EU windows user even though I'm not!!!

I want to install windows and be an eu user even though i'm not. can i do that? i'm willing to reinstall windows. i mainly want to be an EU user.

its in beta. i think changing region would be less jank. so i'd prefer that solution.

a tool that's labeled beta because the dev doesnt want to make guarantees < = > attempt DIY'ing the exact same thing.

 

regional settings are literally only a visual thing. even more.. they're account based, you could have your login screen set to everything japanese, and your desktop to spanish if you so prefer.
