Why do you want an overkill AIO? It won't be much quieter than an air cooler and is much more likely to fail than an air cooler thanks to the pump being its weakest link. The 7600X won't draw more than 100W, 150W max if pushed.

You don't need an X670 motherboard for a 7600X, you'd be fine with a B650 board and save a few bucks

Budget (including currency): $1200 USD

Country: United States of America

Games, programs or workloads that it will be used for: Video editing, general web-based tasks, medium load gaming.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I am upgrading from a GEEKOM Mini IT8, it is horrendous. I want to get it all from Amazon for simplicity. 1080p, 60hz. I know I am overspending on the case, but i want it anyway. Pcpartpicker list:

To be blunt, NO, it's not a good choice. But it is your choice. Overall for an RGB, at least stick to 1 or just two brands so that you would only have to work with 1-2 apps. You already pick corsair and personally, ICUE alone seem a heavy app if you just need it for RGB.

Decent choice as well but again, you will be using another RGB app. If this PC is mainly for work or productivity. Then I would suggest getting air cooler instead, minimizing the point for failure is best.

CPU Cooler: Thermalright Peerless Assassin 120 SE 66.17 CFM CPU Cooler  ($33.90 @ Amazon)

It's a great motherboard and affordable compared to other x670, but b650 should work just fine.

Good ram, but you are paying $20-30 premium for the rgb. Either spend $30 less or spend another $60 and get 64gb, since you are going to use this pc for productivity that might need more ram.

Memory: Silicon Power XPOWER Zenith Gaming 32 GB (2 x 16 GB) DDR5-6000 CL30 Memory  ($100.99 @ Newegg Sellers)
Memory: Silicon Power XPOWER Zenith Gaming 64 GB (2 x 32 GB) DDR5-6000 CL30 Memory  ($189.99 @ Newegg Sellers)

There's no price, so I don't know if you already have this card. If you already have this, it would get the job done. Isn't the faster but would work.

Case: Corsair 6500D Airflow ATX Mid Tower Case  ($199.99 @ Amazon)

Decent case and pretty. But way too expensive for your $1200-1500 budget. Like Vetroo AL700, Thermaltake View 270, Montech SKY TWO, NZXT H6 Flow, HYTE Y40, Lian Li O11 Air Mini, Montech KING 95, NZXT H9 Flow. Which are kind of similar to corsair but just around between $80-150.

Case Fan: Thermalright TL-C12C-S X3 66.17 CFM 120 mm Fans 3-Pack  ($13.59 @ Amazon)

Custom: PWM Fan Hub for 5V Addressable ARGB Computer PC Case Fan PWM 1 to 8 Ports Magnetic Fan Hub Splitter with Remote SATA Power Supply Black  ($16.98 @ Amazon)

Ok fans, but again, you might be using another rgb software.

So just by looking at the price difference if you choose different components, you would be saving at least $300. Which could be added to either gpu or cpu budget that would have more impact in the Performance.

Cooler: $65
Motherboard: $100
Ram: $24
ssd: $15
Case: $100
Total $300

So for $80 less than your original build, you would be able to get 7950x. If it for gaming, you can also get a better gpu and keep the 7700x. By the way, depending on the price you can also just get the 7700 instead. It has very little performance difference and with the better cooler, you would probably able to overclock it to match the performance.

Why do you want an overkill AIO? It won't be much quieter than an air cooler and is much more likely to fail than an air cooler thanks to the pump being its weakest link. The 7600X won't draw more than 100W, 150W max if pushed.

Its not that its overkill, its overpriced, an RGB LF3 is better performing and 2/5's the price

System specs:

Yup, it is overpriced(for us). For a $1600 budget, you only got 7600x and a 3060 or rx 7600. That's like entry-mid level components for the price that could have gotten you  high end parts. Like these for example:

PCPartPicker Part List

CPU: AMD Ryzen 7 7800X3D 4.2 GHz 8-Core Processor  ($357.00 @ Newegg)
CPU Cooler: ARCTIC Liquid Freezer III 72.8 CFM Liquid CPU Cooler  ($86.23 @ Amazon)
Motherboard: ASRock B650 LiveMixer ATX AM5 Motherboard  ($149.99 @ Newegg)
Memory: Silicon Power Value Gaming 32 GB (2 x 16 GB) DDR5-6000 CL30 Memory  ($94.97 @ Amazon)
Storage: Acer Predator GM7000 2 TB M.2-2280 PCIe 4.0 X4 NVME Solid State Drive  ($124.99 @ Amazon)
Video Card: ASRock Challenger OC Radeon RX 7900 GRE 16 GB Video Card  ($539.99 @ Newegg)
Case: Phanteks XT PRO ATX Mid Tower Case  ($59.99 @ Newegg)
Power Supply: MSI MAG A850GL PCIE5 850 W 80+ Gold Certified Fully Modular ATX Power Supply  ($89.00 @ MSI)
Case Fan: Phanteks PH-F120T30 67 CFM 120 mm Fans 3-Pack  ($85.98 @ Newegg)
Total: $1588.14

But again, it's your choice to get a prettier pc. It's ok. That is what's great with PC. However, you do need to understand that you are sacrificing performance over form. By the way, when it comes to AIO. More often than not, like 80-90% of the time. The radiators are all the same. For almost all brands, performance-wise, the difference are just the fans. meaning a $100 240mm/280mm/360mm AIO would just perform the same with those 240mm/280mm/360mm AIO that cost $200, 300 or even more. ARCTIC Liquid Freezer III or even II, is probably same or better than the more expensive AIOs. The price you are really paying for corsair or asus for example, are the other features like rgb and lcd/led screens and branding. But if you are really going for an all corsair RGB, I guess, at least you would only be using ICUE. That's probably not are cup of tea. But you are the one who will be using it. So if you like it, it's worth it.
