Low CPU-GPU utilizaiton, Low FPS

While playing  games like Fortnite, Outer Worlds, Ghostwire Tokyo with my GTX 1070, I get frame drops into low 40s-50s at every single setting while looking at areas with buildings for some reason, with 60% GPU and CPU utilization (CPU utilization sometimes goes to 100% but goes back down) while getting these low frames.. All online benchmarks show much higher fps with a setup similiar to mine. Specs below:
GTX 1070
Ryzen 5 2400g
MSI B350m Pro-Vdh
Samsung 2x8 DDR4 2666mhz 2X4 DDR4 2400mhz (Running at 2133 mhz as I cannot enable XMP)
Aerocool 600w 80+ bronze PSU
Twinmos SATA 512 GB SSD
Windows 10 Home
I'm also sure that my computer is utilizing the GTX 1070 and not the Vega 8 graphics

I don't know if this your specific problem, but to be blunt: your CPU is not very good and your memory is too slow, since old Ryzens hate slow RAM.

it might not be that, slow RAM doesn't brick performance by mile

I'm aware of that, however I would assume it would be enough to run a game like Fortnite at Medium without dropping into even 30s at certain areas. Even Roblox sometimes runs worse.

are you comparing benchmarks using same CPU? because some GPU benchmarks just use the fastest CPU possible

True, but it really hurts old Ryzen CPUs and since esports gamers love running @ 720p/Low I wouldn't be surprised if the slow memory is strangling the CPU, which is already quite slow in relative terms for single core/thread.

have you had one? I have and I doubt it does huge kick in the shin

Yes, same settings, even lower I get worse frames.
I haven't updated chipset drivers myself. Where can I find the driver for ryzen 5 2400g? I can only find the adrenalin software for it but I do not have an AMD gpu.

Didn't do much good, still getting drops in the same areas. The driver couldn't be insalled due to error 182 either.

Some. Outlast Trials I do get 60-90 fps at ultra (Rarely drops to high 50s but not a problem), Mordhau I get around 60 fps at ultra.

Issues seems to be game related, with a  weak CPU and very slow RAM some code may hit bottlenecks faster than others

Not many alternatives to upgrading parts imo ...

Assuming the PC is working properly (no issues with temps yadayada), then it might be explained by driver versions or game updates. Fortnite is kind of notorious for these updates and stuttering issues and there's a lot of variation in the settings used. Specific areas in these kind of games can also stutter / frame drop for no good reason, even on top-end hardware.

Games are tested on the same areas and same versions. Some of them are singleplayer as well. I'm also sure my drivers are updated to the latest version. The temps are good as well. CPU doesn't go above 60 at load and, same for the GPU.

A mismatch of 4 sticks of slow ram on old Ryzen is certainly slowing you down

Remove the 4gb sticks and test

The video above shows a benchmark with a core I7 3770K and DDR3 1600 mhz ram (I'm aware ram speed matters more in ryzen CPUs, but not sure if it should make that big of a difference), same area inside the town I get 40 fps with same settings. Tried it with 2x8 xmp enabled at 2666, 6-7 fps difference.
