FirePro V5900 in PCI-E Gen 1 4x barely renders XP desktop and cannot run any applications that are somewhat intensive

Don't even ask why I'm using Windows XP, it's a hobby project. Anyway what the title suggests is true, running the very latest Catalyst drivers available for XP. When on the desktop its extremely laggy and black rectangles frequently appear. Any GPU intensive application runs worse than it did on the older board-integrated graphics. CPU is an AMD Athlon 64 4000+.

So, is there a specific question you need answered?

 

You're running the card at 1/8 of its maximum supported bandwidth. PCIe 1.0 x4 is only 1 GB/s compared to PCIe 2.0 x 16 (8 GB/s). So lowered performance makes sense. Black rectangles could suggest some VRAM issues, but might just be down to the card needing to access system memory and that access is slower than expected.
