Undervolt Laptop CPU (Predator PH317-55)

Hello screenshot below,

specs
i9-11900H 
RTX 3070

 I would like to undervolt using throttle stop, but i think my cpu is lock as i cant offset voltage in cpu

as you can see pic my cpu runs HOT, really HOT even tho I already max out the fan speed
btw my laptop is placed in slant position 3 inch high so airflow is good

found a guide in yt but im not sure if its applicable to my cpu as here i am wanting a advice

Haven't touched any Intel laptop in years but I remember this was possible with the Intel XTU for CPU undervolting/overclocking. Is that not an option anymore?

aw it seems i cant

Just booted from  bios, there is nothing i can found about related to overclock/undervolt

guess this is bios locked and there is nothing i can do?

the lifetime of this laptop is shorter than I will be expecting
