Premiere Pro Black Playback

I have been having this issue for months now and have tried everything: 
- Updated Drivers
- Reinstalled Premiere Pro
- all the other basic steps

When I edit in Premiere Pro after a while my screen goes black and the playback stops working. I'm pretty confident at this point that it's a GPU issue seeing as the Video Engine is hitting 99% as per HWMonitor (See screenshot) but I struggle to admit that my computer is underpowered as my components are pretty good specs.
I am editing MP3 files (Yes I know PP doesn't like these but surely that's not the issue) in 4k but at 1/2 playback.

Looking at the above screenshot. What steps can I take to stop this from happening? 

I have been trying to fix this for months now. I literally built this computer just to make editing smoother. This forum is my last resort. Please help!
