I bought Cooler Master Storm Scout in 2011 and still using it. But I want to upgrade my system. Can I use it on a new build? Would the new huge GPUs fit in it?

It supports up to 270mm long GPUs so unless you're going to put in a GPU shorter or at that length then no

A new case like this 903 max is a good, cheap option

Sure! As long as the new GPU is not longer than 270mm you will be fine ( Max GPU length in this case)

I am using a case from 2014 with my RTX 4080.

What GPU are you planning to get?

There are many different models of those cards.

The only card that is shorter than 270mm is the ASRock Challenger OC Radeon RX 7700 XT at 267mm.

Sure you can! The core ATX standard hasn't really changed all that much for decades. New motherboards should drop right in, as long as you've got the standoffs in the right spots.

The front USB ports will be USB 2.0 only, but you can work around that with a 5.25" bay USB 3 hub.

Cooler Master still lists the specs for this model, and they say it supports GPUs up to 270mm in length. From this old 3DGAMEMAN review (now there's a creator I'd like to see LMG collab with!), it's just the 3.5" drive bracket that get in the way. You can probably remove that by drilling out some rivets or cutting it out with a saw, which should give you plenty of space for any card you want. (It might even be held by the four screws you can see sticking out of the bottom of the case at 4:10 in the video.)

That's too expensive for me. Also I think rams are a bit overkill.

thing to note is older case tend to be less wide and with a drive bay in the way might have problems with a gpu but depends on what gpu i guess. but air flow should be good.
