Doom Eternal Steam performance issues

I just bought the entire Doom library on Steam because DLC I wanted to play for a long time. I've been playing on Game Pass for a while now and just saw an opportunity to get everything. I had it on Game Pass running great at 4k everything maxed out+ ray tracing (just because I could) and I always kept it in borderless mode so I could tab out and the game not minimize and crash like it normally would. It ran at 200+ always and never dipped really lower that I can recall. Steam Doom Eternal... OMG. It's the exact opposite. I still have it on 4k, but I had to lower a lot of things, turn RT off, and I get maybe 200 in an empty area. With RT on, I get like 30 fps. I'm not getting around 100-200fps with the settings I have, but I can feel bad stuttering in it like the fps is jumping high to low, but none of the monitoring software seems to show anything that could cause this. CPU usage is low, gpu high, temps are low, vram is within reason. I don't understand what's going on. This is a 9900k+3080+64gb, Doom is installed on a WD Blue 1tb, boot drive is an Intel 665p. I can go back to the game pass version and this doesn't appear to be a problem still. Any ideas?
