Does Purple light in game mean artifacts?

Yeah, simply that they decided to go for that look.

I was playing watchdogs 2 and i came across one building, it didn't caught my eye at first untill i started to see purple reflection on my car when i was being chased,  I went upclose to see for my self and even flew a drone to see for better inspection.

 

I went down cross the the road and there was still reflection of the light on cars passing by, barbwires on fences and some minute places. I tried removing some settings like buildings reflections, ambient occlusion, AA, and other things but it made no difference except the buildings reflection though seems to remove the reflection that i was seeing of the purple light on does areas i mentioned above. 

 

But when i use the mass blackout gadget that turns off all nearby lights ... the building looks normal, like there is no purple light, but when the lights are back the purple light is back too.

 

I was wondering if its my game or is the light like that in the game actually, i left a map for anyone who can help.

 

Im playing on ultra settings with 1 or 2 things set to high and off i.e motion blur and depth of field

The purple artifacts from a failing GPU or failing/unstable VRAM (I've gotten these when pushing OCs too far, they went away when I pulled clocks back) will be flashing squares (usually green and other colors as well) rippling across your screen, they're won't just turn an in-game light purple. It's either meant to be purple like that or the game itself has derped out over that one light. Here's an example of artifacting I grabbed off google:

Yeah, i didn't oc and my gpu isn't old too before i start even talking about artifacts, but if it where artifacts in the game the light wouldn't have a soft tone and maybe it would flicker at somepoint, but it acts like normal light in game, but due to its purple color that i dont see regularly led me to ask some questions.
