Android Phone Can't Record 1080p 60fps

so i have an older phone that uses this camera https://semiconductor.samsung.com/image-sensor/mobile-image-sensor/isocell-fast-3l8/
so it should be able to film in 60fps

i think they disable it because of the cpu and gpu not being able to record properly at 1080p 60fps

 

but ive seen older phones like the HTC One M9 that have much worse cpu and gpu but can do 4k 30fps and 1080p 60fps just fine

i have tried some android apps that let you change fps to 60fps but it does not work

so what i want to know is there something i need to change or edit in the phone to force it to record at 1080p 60fps

phone has been rooted
