Video Stuttering while Gaming

Awhile ago I had reset my pc because of an issue, this fixed my issue but gave me another one, whenever I play games and watching something like anime or YouTube on my second monitor my shows start to buffer or stutter a lot which makes it unbearable to watch anything while gaming, i didn't think it would do this since i have a 3070 but does anyone know how to fix this issue? I've searched online for months and tried different methods but none seems to work for me

I had this problem when I had my RTX 2060. It's just a lack of GPU grunt. Either limit your FPS or turn down your settings and the video should run fine.
