How to enable taxes with Google Adsense?

I live in Poland. In Adsense, you need to enter the taxpayer's details. Why are there only 2 countries listed there, America and Ireland? I heard that Andsense money is paid either from Ireland or America. What's better?

They should be able to advise what you need to do
