Extreme stutters in GTA 5 (video attached)

Hi,

Specs:

CPU: intel core i7 13700k

GPU: ASUS rog strix 3080ti

PSU: Cooler Master V750 SFX Gold Rev.2

MOBO: ASUS rog strix b660-i

SSD: samsung nvme 970

I tried playing GTA 5 in this week but i cant get it to run smoothly. It stutters like crazy. I will attach a video to demonstrate the problem. I have so far tried to change around with pretty much all graphics settings to no succes. I have also tried reinstalling but that did not help either. Does anyone else have a similiar problem or any idea how this might be solved?

Play other games and see if this still happens, maybe there is problem with gta, you have Cracked version?

Dumb enough i found the issue now. Apparently GTA 5 has a inbuilt engine fps cap so when you hit 180-190 fps the game starts stuttering to bring your fps down. Going into nvidia controlpanel and setting fixed fps to 144Hz solved the issue.
