Is this a genuine 4090?

I am looking at building a pc upgrade and have found this listing for a 4090, the only issue is that I have never seen this version before. It's called an RTX 4090 OEM edition and apparently only came in an Alienware pre-built. Has any one seen this before and can confirm it has the same power and specifications of the regular 4090? (Picture from listing)

I remember an OEM HP or Dell 3090 existing with a similar shroud design. Could be just another version of it. I think most are safe. NVIDIA wouldn't allow a GPU to deviate too far from spec.

Looks similar:

Desktop: Ryzen 7 5800X3D - Kraken X62 Rev 2 - STRIX X470-I - 3600MHz 32GB Kingston Fury - 250GB 970 Evo boot - 2x 500GB 860 Evo - 1TB P3 - 4TB HDD - RX6800 - RMx 750 W 80+ Gold - Manta - Silent Wings Pro 4's enjoyer

SetupZowie XL2740 27.0" 240hz - Roccat Burt Pro Corsair K70 LUX browns - PC38X - Mackie CR5X's

Current build on PCPartPicker

It's ebay, so I can also contact support if it's false advertising as they claim it is a 4090, thanks for your help!

OEM GPU's are real. They tend to have shit coolers on them though so are usually on the lower end of the performance spectrum. They don't cool as well so they don't boost as high.

From what I heard from DawidDoesTechStuff, the cooler on their 4090 was pretty solid and the coolers on the high-end 40 series cards are pretty overbuilt anyway because everyone expected them to draw way more power than they ended up doing

(correct me if I'm wrong)
