How to Check if Power Supply is Working and not Dead?

when I turn on the pc, it just turns off after 1 second.

but ehen I changed motherboard battery, when I turn it on, it stuck in a loop of turning on and off.

With the limited info, I would guess you have a PSU issue.

Sorry didn't read headline for some reason, you can try jump starting the PSU outside the PC by doing this: https://bit-tech.net/guides/modding/how-to-jump-a-psu/1/

Optionally you can use a multimeter to check voltages, but you might not have one laying around.

Short of taking to to a professional who can get inside it and do some testing the best way to test yourself would be to pop it in another system and see if it boots properly.

 

You could do as @DoctorNick suggested but that might only tell you if the PSU correctly powers on.

 

Unfortunately, if the PSU is faulty then you run the risk of damaging the new / test system.
