PC stuck on CPU debug and won't boot/display

Hi all,

 

I noticed some artifacting and crashing applications earlier today and decided to take apart and clean most of my PC, figuring it was dust causing connection issues for my components.

 

I put everything back together and am now getting hung up on the CPU debug light and my PC now cannot even boot to BIOS.

 

I have tried:

Removing all but 1 stick of ram

Clearing CMOS, and subsequently replacing the battery

Reseating all components and repasting CPU thermal paste

Flashing BIOS via USB drive to both the current version it was on and the most updated version

 

I am about out of ideas and would super appreciate any input!

 

The only thing I can think of at this point would be going to the store and buying another GPU to test if that's the problem. Because of the artifacting, it's seeming to me like that's the most likely culprit.

 

I would warranty the GPU, but because I bought it during the crypto mining peak, it came from China. MSI China won't recognize the warranty because it was used outside of their region and MSI USA won't recognize the warranty because it's "not from their region". 🙄

MSI 3080 Suprim

MSI B450 Tomahawk Max

Corsair 3200Mhz (4x8GB)

Corsair H100I Platinum

EVGA 1000w PSU

Windows 11

Did you update to the latest bios? 

CPU : Ryzen 7 7800X3D @ -18mv all core except -13mv on Core 5 because its a pig.

CPU Cooler : Deepcool AK620 Zero Dark

Mobo : MSI B650M-A Wifi MATX

Ram : 32GB (2X16GB) Corsair Vengeance DDR5 6000MHZ CL34

GPU : Reference Design RX7900XT sold by Saphire running at 1050MV undervolt and +15% PL (355w)

Storage : 1TB WD SN770 + 2TB Samsung 970 Evo

PSU : Corsair HX750w Platinum

Case : Asus Prime AP201 All Mesh MATX

Case Fans : Arctic p12's everywhere i can fit them in , 7 In total.

Monitor : LG 27GP850-B.BEK 1440p Nano IPS 180Hz

Keyboard : HyperX Alloy Core RGB

Mouse : Corsair M65 Elite RGB

Headset : Corsair HS35 Gaming Headset

Assuming that you have a contact in China to help, they would have no idea where it was used.

I did, and based off of the motherboard lights it looks like the bios update flash is always successful but sadly after trying that many times it does not seem to be the solution.

That would be nice but unfortunately I don't know anyone in that region, and it would also probably be significantly expensive to ship it all the way there and back..

Do you have any other gpu handy or one you can borrow to make sure that's the issue.
