It depends on whether AMD or Nvidia drivers work better with AMD or Intel architecture. 

 

Only half of your question is relevant since AMD CPU in this case will affect performance, and can be made shown to with any AMD CPU.

Why would they? They'd be handling completely different processes in-game, there's nothing more to it. Running an AMD CPU an Nvidia GPU won't impact performance just like running an Intel CPU and AMD GPU won't.

You will be limited to around GTX 660Ti level's of GPU, your FX will bottleneck faster cards.

I'm having an fx-4150 amd cpu and i want to buy a new grafics card and i want your opinion on if the combination of amd and nvidia efects the performance of both the cpu and the gpu...

of course. that FX 4150 is like i3 but i3 is faster. the strongest graphics card fx 4150 will not botlleneck is gtx 650ti and that is on OC

Well.. Most gpu benchmarks you'd see out there are tested on their full load but not many tried testing them when you're cpu bound.

Few examples I found:

Seeing a 25% performance difference between the 780ti & r9 290x with a 7850K (CPU bound) is kinda massive. When they tested the 780ti & r9 290x it with a 4770k we get the "true" performance difference which is 5-10%.

that's what i was talking about. it does not matter what AMD cpu it will be A10 7850k or FX8350. AMD CPUs can not use graphics cards like intel CPUs do! architecture!!!

should i buy the gtx750 ti with the cpu i have or just wait for a cpu upgrade?

Yeah you'll be fine with that hopefully. If i were you i would get a 4350 AMD Processor  , you'll be better off trust me
