Budget (250- 350 euros): 

Country: Latvia

Games, programs or workloads that it will be used for: Fortnite, Apex legends, SOLIDWORKS

Other details ( Im planning on purchasing a new CPU that wont bottleneck 3060, i currently have a i5-8400 which is bottlenecking, what proccesor should i take that supports z370-A-Pro, or even would it be cheaper to change my current mobo with cpu? )

You could buy an 8700/8700k and use in that motherboard.
I would however buy a B660 motherboard like the Asus PRIME B660M-A WIFI and get a Intel 12400f

Reuse your DDR4 memory if possible.

or 5600 + MB build would be a decent choice too

How good is the used market in Latvia? The prices on a used i7-8700 are not bad (the 9700 is not terribly good as an alternative in terms of used market availability)

there are very few choices in the used market and i doupt they would be good.
