There's no chance you didn't get scammed. Get your refund asap.

I just found a new geforce rtx 4070 12g on ebay for $140. It was from a new user and they had no sales. Its ebay sales protected, but the seller doesn't accept returns. I did it with paypal credit as well to protect my card info.

Let me put it this way... I will be very surprised if you receive a 4070

Draws 400 watts under max load, for reference.

 

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

if you receive any somewhat modern GPU at all, i guarantee you that it's stolen goods...

 

but most likely you just will get a big headache.
