It's not even made by them it's designed and manufactured by some small start up in Mumbai, apart from the weird ass name "Acer Muvi 125 4G" (and no it neither has a 125 cc engine as it's electric) (nor it has support for 4G lte), it looks pretty barebones like a college students project, it has swappable batteries tho, and no other info is known yet, and as the article says they'll probably only sell it b2b, honestly it kinda looks ugly too

It looks OK and the swappable battery is cool, but Acer acting like it’s a 125cc-class scooter with that model name is a bit disingenuous. I have a 125cc motorcycle and it will go 100kmph, this is more like an 80cc-class scooter.

The reason why would likely be because it's India. There's a massive, massive market for small mopeds, scooters, and motorcycles as people use em for everyday transportation. EVs are the hot thing now, and It's not strange for a big electronics company to work with (or straight up acquire) a startup in order to hop into a new market. Makes sense for Acer. I don't know how that pricing is vs the popular options, but if it's not too expensive then I wouldn't be surprised if it does well, properly built electric vehicles are even simpler and require less maintenance than gas vehicles. And simplicity/ease of maintenance is a major part of why small gas scooters are so popular to begin with, so this just seems like more of what people already like.
