How best to limit framerate (hear me out)

I have decided to try and create the worst possible Half-Life experience and see if I can beat it. I'm using Half-Life: Source as the base, and I've completely nerfed the graphics quality, as well as adopting the original Quake control scheme (:pain:). The biggest thing is though, due to everything I've done, I'm getting about 270FPS, which is WAY too smooth an experience for this. My goal is to dip as low as 10FPS and no higher than 30FPS, but I don't want to use the ingame engine cmds to limit the framerate, as that'll create a consistent framerate. I want inconsistent framerate drops, and true lag. I'm playing on a GTX 1060 if that information helps. And before anyone asks, yes, I have disabled multi-core rendering.

Induce a severe CPU bottleneck. I dunno, disable all but one core and limit it to 1Ghz. lol, this seems silly but also its pretty funny.

I host a media server from my computer though... Is there a way to bottleneck just the program? Source as an engine uses some pretty outdated processes...

Probs cripple the CPU speeds in bios settings and set the GPU powerlimit to something like 5-10% of allowed power draw.

I already said I don't want to do that because then I'll get a consistently low framerate. I want a framerate that's passable one moment, and the next unplayable. I want true lag, the stuff that you can't really compensate for.
