Can I use the Seasonic Paperclip adapter on other powersupplies?

My Seasonic PSU came with the "paperclip" dongle, but it shorts the pins 3 and 4, not 4 and 5 like many other websites suggest when searching for "How to turn on a PSU without a motherboard?".

Am I safe to use this paperclip adapter with every psu since 24pin is the same each time, or this is only for Seasonic?

You can use it on other power supplies. It plugs in to the end of the cable where the motherboard would normally be - which is standardised for all ATX motherboards and power supplies. This means it will work with any power supply that would work with a normal motherboard. 

All that really is is a wire bridging the PS-On signal wire to ground so that the power supply turns on.

That's the ATX motherboard side of the cable, which is standardized. All the horror stories you hear about never mixing internal power cables apply to the ends of modular cables that plug into the back of a power supply. Those connectors are not standardized between manufacturers, or sometimes even product lines. The ends that plug into your motherboard, drives, and cards are universally standardized, because they have to be. If they weren't, they wouldn't work!

 

Those paperclip adapter dongle things work by connecting the PS_ON pin to ground (COM). Ground is ground, they're all tied together. It doesn't matter which ground pin PS_ON connects to, so long as it connects to a ground pin.
