No Post with VGA/Boot Mobo LEDs - New PC

Hey,

 

I've built my first PC, but I'm  having some problems. I've assembled the computer, but I can't seem to get the motherboard to post into BIOS. My monitor only displays a black screen (I do have the HDMI plugged into the GPU). Two LED lights (out of four) trigger, with two lighting up: "Boot" and "VGA" and the "DRAM" and "CPU" ones not triggering. Here are my specs:

 

Motherboard: ASROCK H670 PG Riptide

CPU: Intel Core i3-12100F

CPU Cooler: Scythe Mugen 5 Rev. C

GPU: XFX Speedster SWFT309 AMD 6700 XT

RAM: Kingston Fury RAM 32 GB GDDR4 3200 Mhz (4x8 GB sticks)

PSU: Corsair RM850 850 W PSU 80 Plus Gold

Storage: Western Digital m.2 2280 250 GB NVme (OS drive. I also have a 1 TB m.2 Nvme as well from WD.)

Chassis: Lian Li Lancool 216

 

Things I've done to troubleshoot (that I've seen on this forum and others) leading up to this post. I've:

Reseated the GPU three times

Reseated the CPU three times

Used one stick of RAM in each of the four Dimm slots, then powered on.

quintuple checked the PSU Connectors are all installed correctly. 

 

One final note, since I've been doing research on what could be causing these issues. My PSU does make one small crackle sound when trying to boot. It's not constant, and only happens once. All fans seem to spin so long as the power is being delivered. 

 

Any help would be great.
