13900k Windows 11 won't boot unless 1 active core

My friend and I have finished building his pc (13900k, nzxt n7 z790, 4090, windows 11). The issue we have is that it will not boot into windows unless the active core count is 1 for both P and E cores, any ideas on how to fix this? Bios has been updated along with other drivers and tpm 2.0 enabled
