went to put a CO of -15 as shown and the default ppt tdc edc values changed from the default to a super high value on all 3 and idk if this is normal or what

I hadn't observed that behavior on mine, though I also hadn't looked for it. Realistically, as counterintuitive as it might sound, you want your PBO limits somewhat low for the best performance. For whatever reason, they roll over pretty hard when they're set too high, and they can sweet spot a bit depending on the load. The values for my setup I found to be optimal are PPT 220, TDC 180, EDC 190, so those limits that it changed to are actually better for the chip than what it was running before (the TDC 144 is a little lower, but that would likely be more optimized for lower load scenarios). You can manually change them back or to something like mine if you want to, but if those are what it's setting it should be pretty close to optimal anyway.
