My HDR experience on all three Samsung monitors have become much better after using the above app. Maybe it will improve your OLED experience too.
Also, when connecting your TV to your PC, it might engage the PC mode / Game mode, which may disable all sort of dynamic contrast and dynamic color settings, which may be why you think the image is worse? And make sure to use 0-255 dynamic range in GPU control panel and that deep black are enabled in the TV, otherwise you will have elavated blacks, making black colors grey.
