Why is my VRAM showing as zero?

It's probably a monitoring glitch. I personally wouldn't pay too much attention to it.

When playing games, shouldn't the game use my VRAM instead of my RAM?

Depending on the memory configuration programs can read vram wrong. This is especially noticeable with gpus using non conventional memory allocation like integrated gpus sharing system memory or oddballs like intel arc.
