Low CPU and GPU usage and low FPS

have you set windows power options to high, and nvidia control panel power to high, check that there is no FPS cap in nvidia control panel and in game settings

 

The other issue you have is playing it on a 1080p monitor, you need a better res 1440p to then make use of your hardware better

you previous pc had lower end stuff so it used more of the cpu/gpu to display on the 1080p

make sure vsync etc is off but you need a better monitor for starts 

I am not tech savvy in any way so I need help with my pc. I recently upgraded my pc to: 

ryzen 9 5900x 

Geforce RTX 4080 founders edition

b550 aorus pro ac

32gb 3200MHz RAM

1tb ssd

evga gt 1000w psu

nzxt kraken z63 water cooler

1080p 144hz 27in curved monitor

 

after upgrading i had some major performance issues that i was able to fix by updating my BIOS to the latest version, enabling XMP, and PBO, and updating graphics drivers. this fixed the majority of my problems, like getting around 90fps in apex legends on low graphics before i changed those settings. after those fixes, although my performance increased quite a bit, i am still getting some  performance setbacks (i noticed my previous ryzen 5 5600x and my rtx 2060 was performing better than my new upgraded rig in some games). when i was using the geforce experience overlay (idk how reliable it is) my GPU and CPU were only at around 15-20% usage each, even when on high graphics. i am confused at why my CPU and GPU are being held back and why i am not getting the performance i was expecting, even after overclocking my CPU with PBO. when watching benchmark videos i see lower end rigs get better performance than mine, and my rig doesn’t get close to others like it. what is weird is that after running UserBenckmark, it says both my CPU and GPU are performing better than expected and got outstanding scores. I have no idea how pc’s work beyond the basic assembly and function. i have looked all over the internet and can’t find anything to fix my problem, so maybe i’ll find something here. 

 

edit: i am planning on upgrading to at least a 1440p monitor, but probably a 4k monitor. i am aware of the 1080p issue when the 4080 is made for 4k. the problem i was facing was the 4080 not even being able to get 144hz at 1080p when my 2060 could, which seemed strange.

This is the issue, You bought a good 4K GPU for 1080p 144hz, and a CPU that is made for productivity instead of gaming.

4080 is a beast, 5900X is a meh CPU for gaming, the 3200MHZ RAM does not help either, should've gone with 5800X3D.

IDK if 4080s have issues such as 3080s-3090s, wheres 1080p performance is so bad due to insufficient CPU, but once the resolution is bumped up, the performance increases.

 

Try to render the game in 4K by enabling Nvidia's DSR in Nvidia control panel, see if the performance and CPU/GPU usage go up accordingly.

What are your temperatures like? It might be that the PS is throttling if they are too high.
Do you have any "weird" software on your computer that might leech power?

You won't like this. Here we go.

 

The Ryzen 9 5900X is two 5600X glued together. Same gaming performance, double productivity performance, same bottlenecking of stronger cards.

 

When the 4080 is heavily CPU bottlenecked it enters low power states in which the card is a lot weaker. So yes, it will perform terrible.

And there's no CPU on the market that could properly feed (without bottlenecking) the 4080 on 1080p.

 

Only solution for you is to get a 4K monitor. Or, at least 1440p and play on the highest available details.

With the 5900X on 1080p, the 4080 will probably underperform an RTX 3060.

Thanks. as it turns out, windows had an update which for some reason reset my windows power options back to default and i fixed it again. performance has been outstanding and my pc is working way better now. thanks for the help.

I’m a bit confused. i ended up figuring out my windows had reset the power option and changing it worked. when you say the 5900x has the same gaming performance as the 5600x, that doesn’t seem to be the case for me. since fixing the power issue, my CPU has been performing considerably better than my old 5600x. not only was i getting as much as 60+ more frames in certain games, but it was way more consistent and didn’t drop frames like my old CPU did, especially when recording. i guess that last part makes sense for the 5900x as i bought it partly to start recording and streaming. i also forgot to mention i will be upgrading to probably a 1440p, maybe 4k monitor soon so i was aware of the 1080p issue. thanks for your response though.

Glad you sorted it..I think the main point about the bad performance referred to in that topic is not really the processor being bad at all it is the monitors resolution that then gets more out of your components
