My GPU Power consumption is lower then advertised RX6650XT

Not every game will max out your TDP limits. My card uses maximum of 200w in FH5 meanwhile I got the TDP set to 270W, which I can hit in other graphically intensive games.

Recently i built my first PC , with r5 5600 and rx6650xt.While i was monitoring FPS in games i noticed that my GPU never consumes more that 150w while advertised Power consumption is 175w.Does this make my GPU slower?
