GPU only utilizing 60% of it's power on modern warfare warfare 2019

The specs are: i7 12th gen

Rtx 3070

16gb 3600mhz

And Samsung 980 pro

 

When playing games it only uses 60% sometimes 70% of the GPU.

 

CPU utilization around 3%

 

Resolution: 1080p

Everything at low 

Dlss at balanced

Framerate 160fps average 85fps 99%

 

It takes about four games then massive fps dips begin and it only gets worse 

 

Sometimes gpu utilization dips around 30%

 

 

Is it a bios thing or what?

Since you've told us nothing about the particular resolution or settings you're playing at, or the actual performance you're getting, we can't say what the cause is, but is is almost certainly not a "BIOS thing."

GPU's don't go all out all the time.  There are various reasons why, including CPU maxxing, vsync, other settings, resolution, etc.

 

Completely normal.

Can't believe I forgot that!

At 1080p low you've shifted the burden to the CPU and away from the graphics card about as much as possible, I think.

I changed the settings to medium and the fps didn't change. But it's still at 50% utilization

3070 is going to be wasted at 1080p basically no matter what.

it's a mix between 1080p, cpu/ddr4/ram capacity bottlenecks.

4 games?  As in 4 CSGO rounds?  Or 4 different games opened and played?

 

Either way, there should be no dropping and no unplayable anything.  You have a larger issue.

With your rig, you should be able to play MW matches for DAYS straight without issue.

 

When was your last Windows fresh install ad did you install EVERY Driver, including the ones from the manufacturer's page?

Don’t see an issue. My 3090 did less at 1080p. 
Increase the scaling.
