Why are you so dead-set on noctua?  That cooler is not sufficient for a 12600k.  There are cheaper coolers made by other companies that will run laps around that thing, yet you want to spend $60 on a 65mm cooler because it is brown and says noctua on it?  Frankly this $2000 PC could be like $1200 and still look really cool if you optimized it.  I promise you noctua fans aren't really any quieter than arctic P12s/P14s or really any other fluid dynamic bearing or rifle bearing fans that pretty much everyone else uses.  The whole brown fan thing being hipster cool is passe in 2023.

Another user I assisted earlier today got a system with a 13600k and a 4070ti (about double the framerate of this in most games) with a better PSU and a 2TB SSD for $300 less than your system and it still looked badass AF.

Don't take the fan out of your power supply.  Cooler Master knows how to make a quiet fan, it'll be ok.

Budget (including currency): >or= to 2000 usd

Country: usa

Games, programs or workloads that it will be used for: school work, flight sim, blender, vr, elden ring, r6s

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

hi ive been set on using only noctua fans for this build and was wondering if i should either get a non noctua gpu and replace the fans via jank or get the noctua gpu used. also on a scale of meh to you will most likely die how dangerous is replacing a psu fan.

Is there any reason you are dead set on getting the noctua edition gpu?  other than looks you arent going to be getting much more performance out of it, in most cases a 3070 is a 3070. it doesnt look like you're going for the most balls to the wall build so i think you'd be happy with any GPU and i would definitely go used when at all possible. You can get a 3070 for about 500 USD probably (im CAD so my off the top of my head currency translation may be off) .
I wouldnt buy a 3070 new in this market unless i found a wicked sale on a bundle or something, there's just so many used GPU's out there.

Do not spend $750 on a freaking 3070...

You're spending so much money on fans but cheaping out on the display, the display is your only window to the media/game you play, if the display is bad, the experience will be bad as well.

it's a 3070, that's still a crazy price imo.. why spend 200$ more than you have to for a used card??
