Is CPU thermal throttling with a Noctua NH-D15? Screenshots attatched

Specs:

i7-9700k @ 4.9GHz

Z390 Aorus Pro

NH-D15

3080Ti

Coolermaster Case with two top exhaust fans added

 

Please help me make sense of this as I am new to overclocking and I feel like this is abnormal. I ran Prime95 for around 10 minutes on Smallest FFTs, the temperature immediately jumped to 100C according to HWInfo64, throughout the entire test it said my CPU was thermal throttling and was hovering around 95C. With a Noctua NH-D15 I thought I would have no issues with temperatures, especially when the only overclocking I did was turn on Intel Turbo Boost which only brings my clock speed to a max 4.9GHz. Is this to be expected? Or is something wrong here?

Looks like throttling to me: you're hitting 95°+ here, so naturally clock speeds will suffer.

The 9700K has 8 cores packed in a small die, and you're running them at fairly high speeds here, so even a good cooler is going to have trouble moving heat away from the CPU fast enough.

 

On the bright side, P95 is a power virus: it's incredibly taxing on the CPU, and you're not going to be loading it anywhere near as much when actually using it.

 

If you really want to go for it, try:

  • reducing the CPU voltage
  • re-applying thermal paste
  • re-arranging internal fans to allow more cool airflow across your cooler. Temps can suffer significantly if your CPU cooler is using hot GPU air...

I originally wanted to try and get my CPU to 5GHz but after seeing this probably not unless I can get temps down. I also noticed that whenever I would adjust the vcore in my bios and then check the voltage with CPUID it would be like 1.345 when I set it to 1.305. Is this also normal behavior or is this something wrong. Thank you for the temperature explanation though. 

 

Also according to HWInfo my cpu is drawing around 1.4200 volts as of right now but it fluctuates between that and the high 1.3s

Have you checked your BIOS for any "CPU voltage offset" settings, or anything similar-sounding?

I'm not too familiar with modern Intel power management, but it's also possible that dynamicpower adjustments and turbboost will play mess with your voltages a bit.

I did look around for something like that but I did not see anything, google was not much help either with all motherboard bios's not having the same settings or same settings names for the same function.

I would guess Intel Turbo boost just cranked voltages up. You should try manual overclocking and you'll probably get better temps. People have hit 5.0 on the D15.

Even if it's a D15, it wont stand a chance to a maxed out 9700k. Not because of the clock speed, but because stock voltages would go way higher than necessary.

 

In your BIOS, M/I/T. -> advanced voltage settings, keep voltage on auto. DVID is what you need to change, a negative value here means how much lower the voltage used will be compared to stock. Say it's 1.4V under stress test, then a -0.05V offset will drop it to 1.35V.

 

Make sure you save a profile with stock voltage first, if it starts crashing badly you would need to clear CMOS which wipes all your settings.

What is your CPU power like when this happens? If I launch prime95 on my 9700, it jumps to 170W and the temperature jumps to 70°C immediately and goes to 100°C over the next 30 seconds. I have a cooler that's rated for 130W, so you'd have to be drawing immense power to throttle with an NH-D15

Sorry, I am an idiot I found the settings but when I tried to overclock I ended up with a -0.125 on the voltage as however I changed the voltage I wasn't seeing a change in HWInfo

In what part of Hwinfo? The VID one isnt the voltage used, it will be Vcore or CPU core voltage. Preferably take the reading from the voltage controller but otherwise the super IO chip reading would also do. If you dont know which is which, just post screenshots.

I was reading Vcore on HWInfo and CPU Package Temp.

I would love to get into overclocking but I don't understand and I cannot see if any of my BIOS changes are actually being applied as it seems unchanged no matter how much I change it.

this is the super io reading.

 

try clear CMOS and undervolt again, sometimes (especially after not changing settings for some time) it wouldnt apply newly made changes.

Enhanced Multi-Core Performance is set to Auto / enabled by default. Try disabling it before manually setting an oc.

Did that and still had that issue, updated the BIOS from F9 to F12 and am now trying to find a voltage that lets my PC boot.
