Looking to run a gtx1650 oc by gigabyte on optiplex 960 MT ideas?

Yea a sata to 6 pin should be fine. The 1650 doesn't pull much power normally and many models don't need the 6 pin at all.

If you got the parats you might as well try it. 

 

I don't think that gpu will fit without modding, as its a btx case, so the dual slot card will stick above the first slot and likely bump into the cpu cooler.

That graphics card isn't going to fit in that computer. That's an old BTX OptiPlex, and the PCIe slot is in a bad location for a GPU. There is only space for single slot cards on the back panel - it's solid metal where the second slot of a GPU should be. Also, there might not be enough room between the back of the case and the CPU heatsink assembly for the card to fit.
