are there any problems im too dumb to see?

im going to be doing some light to mid gaming on this

i have two external 2tb drives.   budget = 600  USA

Use PCPartPicker to build your lists. Or just list the parts names. Having to click on links like this really isn't great post formatting.

Could you just make a pcpartpicker link instead? It'll be easier to see all the parts. You're also missing budget, country, and uses for your pc

You can do a lot better for the $600 you've got.

Assuming you don't already own that Optiplex or know somewhere to get it for about $50-100, it's not a good idea to base your system off of it. Go for one of the ones above, either the intel one (less cores but faster for gaming) or the AMD one (more cores but a little worse for gaming) depending on what you're doing.

ok, im not experienced at ALL, will i have to completely build a system with this config?

Yes, but you're already replacing the PSU in the Optiplex. Practically speaking the only thing more you'd have to do is screw in the motherboard and install the CPU/RAM, neither of which are particularly hard.

That's the right track, I think, but I'd tweak it just a bit:

The 5600 is a only $9 more and gets him PCIe 4.0 (may be relevant to OP at some point), twice as much L3 cache, and is slightly more powerful. OP shouldn't need the integrated graphics in the build.

 

And I'd take that $200 and go check the used market for a GPU. I have been seeing RX 5700 XTs going for around $200 lately. You can easily find a GTX 1070 for around $150 or so and can get a GTX 1080 for around $200, too. Any one of those would be a significant upgrade over a 1660. 

 

OP, don't be afraid of building. YouTube will show you how to do it step by step. Just take it slow. You would be *much* happier with one of these builds than you would a nearly 10 year old CPU paired with a 1650. It's 6 cores / 12 threads on a 7nm process vs 4 cores / 8 threads on a 22nm process.
