Better CPU and GPU, I made it based on the price of the build you posted, so it ended up £140 over the budget.

Consider an air tower cpu cooler instead of the 240 AIO. Perhaps https://uk.pcpartpicker.com/product/9T92FT/deepcool-ak620-6899-cfm-cpu-cooler-r-ak620-bknnmt-g.

A 2x16GB kit will leave two slots open for possible upgrading.

Consider the 4000D Airflow case. It has better airflow.

Finally, consider using an i7-12700(F). With good cooling and appropriate power settings it performs within a few percent of the unlocked (K) version. Offers better performance than the 5800X.

80+ ratings certify electrical efficiency. Not quality.

To expensive, my new plan is to just put an RTX 3070 TI and Ryzen 9 5900x in my current lv until he purchases it then buy the same parts

If you are not into ray tracing, then swap the 3070TI for a something like a RX6800xt - You can get a Power Color Red Devil RX6800XT from ebuyer.com for £649.99. and on pure rasterization destroys the 3070TI.

This will save £100 to enhance your build Elsewhere.

Also the AMD 5800x, runs hot.  I use a Arctic Freezer II 360 and under full load it gets to 85oC under full load (Cinebench R23), so maybe a bigger AOI?

And get more Corsair ML120 fans for air flow and maybe change teh case to a Corsair 4000D.  This will keep your build nice and cool, but you will need around x5/6 extra fans.
