Thermalright Peerless Assassin 120, maybe.

Scythe Fuma 2 Rev.B at more like $70.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

Hay what is your thinking for air cooler spending how much should i spend

Air coolers pretty much lasts forever as long it's not physically abused.
The fan might die at some point, but if the air cooler uses standard shaped 120mm or 140mm fan, it can be replaced easily.

I'd go with DeepCool AK620 like @GuiltySpark_ said.
It's toe-to-toe performance with Noctua NH-D15, while cheaper and more standard color.

There is approximately 99% chance I edited my post

I would go with Thermalright FC140. It has 8mm heat pipes, you don’t want 6mm pipes like the Deepcool has.

AMD R9 9900X | Thermalright FW Pro Black, 3x TL-B12E | Asus Strix X670E -F | 64GB G.Skill 6000C26
Zotac 4070 Ti Trinity OC | WD SN850, SN850X, 2x SN770 | Seasonic Vertex GX-1000 | ProArt PA602
Adcom GFP-345, Adcom GFA-555, S.M.S.L D1+PS100, Cerwin-Vega! CLSC-15, Monster HDP-1800

It unfortunately doesn't seem to be that easy to find it on sale in the US at one of the normal retailers at the moment. I can find the FS140 but that's the 4x 8mm heatpipe variant. What was its US retail price, anyway?
