Micro stutters with 3080, Gsync enabled

Not sure what I can do, here's my build and what I've done to troubleshoot. R7 5800x, corsair i100H, 32gig 3600mhz ram, MSI MPG x570 Gaming edge WIFI, MSI RTX 3080 Ventus plus x3 OC lhr 10gig. GPU usage is not maxed, neither is cpu. I made sure XMP is enabled, temps are never going past 82c in all core cinebench test, Gsync is enabled, and I have all the latest drivers. Could windows 11 be the problem? I know there was issues with ryzen for a while. (I do have the chipset drivers too).  GPU temps don't exceed 70c

 

Not all games stutter, only certain games. Most noticable is GTA definitive edition and Mass effect remastered.

It's possible, AMD CPUs do have issues with software TPMs until very recently on latest BIOS revisions. Try disabling that (unless you've got BitLocker turned on) and see if some of those stutters go away.
