Get an R5 5600(X), an Enermax DF 850W, and spend the rest of the money on a GPU, reusing everything else from your old system. You should be able to barely squeeze in a 3080 or 6900XT to this budget, both of which have their pros and cons, the 3080 has stuff like CUDA, DLSS, and better RT support, while the 6900 XT is faster in rasterized games, has a bigger advantage at lower resolutions (1080P/1440P), and if power limits are disabled will run faster, even in RT stuff, though it does lose out on Nvidia features and the AMD drivers aren't quite as good as Nvidia's (though AMD's drivers are far from unusable or anything like that).
