Planning to build a new pc, but I want it to be as quiet as possible

Budget (including currency): 3000 USD (but preferably under 2500)

Country: US

I don't have any preferences for hardware makers (AMD, Intel, Nvidia), I just want the build to be as quiet as possible. I'd prefer to not passively cool, as I don't want to have any thermal throttling. Coil whine should also be taken into account (though I have no clue how to, haha). Another thing is that I would like this pc to be future-proof for a long period of time, as it will most likely end up being my college pc. RGB and how the build looks doesn't really matter to me, I would honestly prefer a metal side panel over an acrylic/tempered glass one. I'm no stranger to handling electronics/building pc's so I am not against any modifications as long as they aren't destructive or too jank. (Though I can't talk as my current pc has the front glass panel ripped off and replaced with a house HVAC filter I cut to size and taped to the case over the fans).

These components should be better. I went with a 12700F and B660, since it's cheaper than a 5800X, while performing like a 5900X in productivity and a 5800X3D in gaming. A good air cooler would be quieter than an AIO, which is why I chose the Dark Rock Pro 4. For memory I just chose the cheapest 32gb 3200mhz CL16 kit, since you didn't really care about looks and you won't see it with this case. You're not really going to notice any difference with faster memory. The CS3030 is a good SSD, and it has 2tb. You might need to buy multiple drives, just make sure to avoid HDDs and make sure you're not going over the max M2 and SATA connectors. The 6950 XT is the fastest GPU apart from the 3090 Ti, and this Sapphire Nitro+ has one of the best coolers. The case is a good choice so I kept that. I went with the RM850x because it's a good PSU. There are cheaper good choices, but I'm trying to keep coil whine low, though most of it should already be muted by the case. If you want the fans you can get them, though I think the 3 fans that come with the case are more than enough.

I have done a few quiet builds.

 

The 5800x is noisy to the point od being annoying. I had one and replaced it with a 5900x that is quiet. I took a lot of tweaking to get it quiet but the Intels were quiet out of the box.

Intels are less noisy since they boost less and are cooler at idle. Ryzen make less noise rendering but not in games and apps. 

 

EK 360mm AIOs are great. I have 3 of them but they are not quiet. Big air coolers like the Noctua D-15 make less noise.

 

I use Cooler Masters in my quiet builds since they use 200mm fans. These fans turn more slowly so make less noise.

My favorite is the CM H500M. It is $255 but it does not need more than the stock fans even with a 3090. 

 

About 20" away from me on the table is my i9 9900k build and it is extremely quiet. It is in a CM H500 ARGB. The EVGA XC3 Ultra 3080 ti is a bit underpowered compared to the FTW3 Ultra version but it makes a lot less noise. 

 

The 3080 ti I use in a quiet build is a I have 3 MSI Gaming X Trio. Next in line for being quiet is my EVGA XC3 Ultra and the noisy card is the FTW3 Ultra. It also produces more frames.

 

The most quiet 30 series card I had was a Strix 3080.

This is well over budget. Entirely due to the outrageous cost of the quiet GPU. Significant saving could be realized with a noisier model.

Thank you to everyone for their input! The pcpartpicker build was not final in the slightest, just something I had put together a while ago, and the performance of the "final" is the only thing I wanted compared. 😄
