What is this file and why i cannot delete them?

Hello there. I want to completely format this drive but there's old system file that i cannot delete because i don't have permission. How to delete this?

The folder name sort of looks like something Windows would use internally, but I'm not sure why it would put anything crucial to its operations on secondary storage. As for being unable to delete them, the attributes are likely set to read-only, and that is usually done for a reason. What type of files are in the folders? If they show empty, they likely contain files that have attributes set to hidden, which is also done for a reason. So while I could tell you how to change that and delete them, it is possible you could create big problems by doing so, therefore, I'm inclined to tell you not to mess with them.
